He developed a reputation of disrespecting their civil rights mostly by arresting them for no reasons mainly on the roads. Speaking of this kind of harassment was a crime which led to worse situations of the victims who thought they were seeking justice.
Jim Larkin and Michael Lacey were executives with Village Voice Media which publishes the Phoenix New Times which had repeatedly highlighted Arpaio and his team’s ill behavior towards a particular race. Their mistake was being part of the media house which landed them in trouble and was taken to jail without even being informed why they were being arrested. The society though was watching, and they protested Jim Larkin and Michael Lacey arrest, and they were released sooner than expected. The two had been arrested for no crime and Arpaio, therefore, could not hold them and on their part, their rights were violated, and they deserved to be compensated.
And for the record, the Maricopa County paid Jim Larkin and Michael Lacey $3.75 million for the settlement of a lawsuit they had filed for wrongful arrest.
Moving forward, Jim Larkin and Michael Lacey used the proceeds from the settlement to put up Lacey & Larkin Frontera Fund which was meant to be distributed to Latin-American groups in the state of Arizona. With this organization, the two owners of Village Voice Media were on the frontline of fighting against racism directed towards the Latino community as well as other immigrant communities.
They as well got support from other human right movements which had taken note of the fate of these immigrants. The two were the only ones who were courageous enough to cover stories on Arpaio and his team, and they created a pathway for the other media houses that existed but feared and those that would come after them.
It was for this reason that Arpaio felt offended to the extent of arresting them not knowing that others would follow in the footsteps of Jim Larkin and Michael Lacey. Their contribution towards helping Latinos and other communities enjoy their First Amendment rights have become impactful over the years and has given these people a voice.
Unfairly though, even if Arpaio was arrested for his previous crime, he did not serve a full term in jail. Donald Trump has been his ally in the early days pardoned him of his charges. Irrespective of the damage and disrespect he had shown various individuals, he still got his way out which portrays favoritism for certain races which is unfair to others like Jim Larkin and Michael Lacey who were arrested for no crime.
